Flame Game Jam 2026 submission details

This game is set in the fictional city-state of Mavenport, where a criminal organisation called MUTO is terrorising the residents. The player controls the Mavenport Counter-Terrorist Agency (MCTA) and engages in totalitarian surveillance of the residents by means of a resident database, live video footage, and wiretaps. Furthermore, the player can order investigations and arrests.

It is a narrative game with a high focus on immersion. Besides the core gameplay interface which consists of a resident database, 4 CCTV monitors, intel reports, a status display, and a game clock, the game also includes an introductory narrative, an epilogue, and a range of news bulletins, which reference the events and residents of Mavenport. The game has a certain replayability as the intel reports and news bulletins differ across playthroughs.

Diversifier: no protagonist

The game does not include a protagonist. In fact, it doesn't include any characters in the classical sense. The residents of Mavenport are mostly deindividuated – they have generic names and are primarily identified by a barcode. There are no references to any individuals in either MUTO or MCTA. These institutions are presented as abstract entities.

Instructions/Walkthrough (Spoilers!)

To beat the game, the player must make it through 5 days without allowing the terrorist threat to reach 100%. In order to achieve this, the player must monitor the resident database and pay close attention to the intel briefings, which give clues about the groups of residents who pose an increased risk of engaging in criminal behaviour. Investigating suspects will produce a risk estimate. Arresting high-risk individuals will decrease the threat level or slow its rising. Wire taps can be installed to alert of suspicious activity without the need for manual investigation (at least if the player is willing to play pretend, because this feature hasn't been implemented in time). However, players shall beware – actions can only be performed a limited number of times per day. Players should also keep an eye on the CCTV screens and flag unregistered citizens to introduce them into the database. Finally, the player has to neutralise a dangerous digital threat in a mini-game appearing out of the blue at random times.
